Well, No. The way I read it, it just give the Senate power to change the regions once a year if they wanted, but of course the region has to agree to it by a 50%+1 vote.

I had a comment ready here, but then I noticed I'd misread something. Nvm.

The 50%+1 rule is, er, interesting... pass a proposal by which the Midwest gets New Mexico and Arkansas with the consent of the Midwest and the Southeast against the Pacific? Who is the constituent in question?

Well, it says "The consent of 50% +1 of Regions being changed is required", so it would be the regions being affected. So lets say if the Mideast wanted North Carolina in their region. The Mideast and the Southeast both will hold a vote and if it passes in both then North Carolina will be in the Mideast. Of course, the people in North Carolina can veto it.

Also, all this does is give the Senate the power to try to alter the regions, but I believe I need to change it just a bit.

Well, the way it is now, only the Regions are the only ones that can start the process of trying to change the regions lines, but if this passes the Senate will also be given the power to start the process of trying to change the regions lines.

*Note* the Senate can try as many times as they want, but if the Senate plan passes, they can't pass another plan for another year. But the Regions will be able to as many times as they want.
