I mean, I have to assume it's a complete publicity stunt for a few reasons:
1- Did we ever hear about this before he was fired from CNN? 
2- There's no reason for Dobbs to NOT pretend like he's gonna do it.
3- While he may have an ideological niche as a more rhetorically effective anti-immigrant candidate, do Republicans even like him?

I could see a Dobbs victory, but it would take a very specific set of events for this ideological niche to even be created, let alone for him to win.  I don't think insurgent outsider campaigns do very well in Republican primaries, Dobbs would need some strong element of establishment support that I don't think he has.  The two elements of GOP power, the religious and big business, both will probably prefer a different pony.

Dobbs would likely run as an Independent rather than a Republican.  A more nativist version of Ross Perot, except without any money.
