Why would anyone want such a thankless job, particularly since you have no power to ban or suspend anyone (and the man behind the curtain is typically out of town, or if in town, not in the mood to deal with such noisome hazarai), so your powers are more about bark than bite?  I mean the job is more like being someone's pet toy poodle, where your role in life is just to yip at stuff, which while it annoys the objects of your chastisement sometimes, certainly does not put anyone in a state of fear.  Thus the powers of a mod to effect any behavior modifications whatsoever appear to be er, de minimus.
