I think it is typically because people elect Republicans when times are good and Democrats when times are bad, since a President that comes into office with 4% unemployment cannot possibly be expected to have the same job creation rate as a President with 7% unemployment. Also might be worth it to compare job creation rates by President to the average unemployment rates per President, which I have on a different board. Discuss.
