Just curious if anybody else had ever heard of this.  It's like Intrade, but a smaller version, and the legal status of it here in the U.S. isn't in question.

Yep. I recall hearing about it in the context of the 1996 Presidential Election.

It predates Intrade by quite some time.

Nothing new about this. It's been around since before the World Wide Web. Intrade and other prediction markets borrowed from some of their early work.
