I'd say 10.1%.

BTW, in case anyone was wondering, unemployment can swing extremely rapidly sometimes. In 1949 the unemployment rate when up from 6.6% to 7.9% from one month to another. Also in 1983 the unemployment rate decreased from 10.1% to 9.4% from one month to another.
