I agree with you about this part, but I don't think historians would have judged him that way (if he won in 2004) since the financial crisis and Great Recession would have likely happened/started under his watch. The housing bubble was already fully blown in 2005 and thus no matter what Kerry would have done, it would have had to burst soon.

I'd agree with you. I don't think anyone would have come out clean with regards to Katrina, for which he would take a hit. If the economic crisis had started early in his term then he could blame it on Bush, but if it did indeed occur in 2008 he would have been toast. If he had won Ohio and been given the election but not the popular vote Republicans could have easily recovered from 2004 and would have been able to argue that Bush would have been better if he had only been able to see through his plans in Iraq and Afghanistan and that Kerry was out of his element. Democrats in all likelihood would not have gained the House or the Senate. For the Democratic Party in Washington, I don't think they could have gotten any greater blessing than Bush's re-election.

Well I don't think serving one term would disqualify someone from being a good president. If Bush had only served one term I have no doubt Republicans would still idolize him...
