Option 1 is legal style; I've always thought it rather silly. You have to dig up the appropriate edition before locating the right page; not the other way around. And like the author and title, the edition and year of publication will sometimes be interesting in their own right.

(I of course made this "book" up—though incidentally, nothingness is not a neglected subject.)

For Irish Historical Studies it would be:

John Doe, A Commentary on Nothingness, 4th ed, p. 19 (Place of Publication, 1805)

That is for footnotes and endnotes. For a bibliographical reference the Surname is put first but otherwise nothing changes.

I've always wondered what the purpose behind noting the "place of publication" could be. In older days, it may have been worth noting the publisher—I don't know—but place of publication?

In any case, today both the publisher and city of publication are about as relevant as the author's hair color—and vastly less interesting. They should both be omitted—a practice the American law reviews, to their great credit, have generally followed.

It can be quite amusing when small publishers are involved though; "Studley, 1999" or whatever.
