I'm just wondering where the diff. 3rd party candidates did the best in 2000- for example, I'm willing to venture that Kidder County, ND had the highest Buchanan percentage- 9.40%(140 votes)

Yes, that is Buchanan's best result.
Nader's is San Miguel Co, CO - 17,2%
Browne's is Barrow Co, GA - 3,15%
Philips' is Hinds Co, MS - 2,31%

^I thought Nader probably did best in an Alaskan county/borough, mostly becuase he got over 10% of the vote in the entire state...

One congressional district. They have a number of counties or "boroughs" as they call them.

Alaska has 16 county equivalents called boroughs (in a couple of cases, city & borough. In Anchorage, Municipality.)
It also has a lot of country not belonging to any of these, sometimes referred to as the Unincorporated Borough. The Census Bureau splits this into 11 "Census Areas" that it treats as county equivalents.
Alaska doesn't publish election stats (for non-local elections) by borough. That's because postal ballots - and questionable ballots, too - are collected and counted and published at the State House District level, so the exact result for a borough is often impossible to ascertain. This website has the House District level for Alaska instead of the county level as for all the other states, for example.

Alaska posts election statistics by district, although I'm not sure what sort of districts they are.

In any case, San Miguel County, Colo., is beaten by three Alaskan districts. They are District 7 (18.0%), District 15 (18.2%), and District 29 (18.5%). District 7 includes the city of Homer; District 15 includes the Anchorage neighborhood of Spenard; and District 29 includes the Fairbanks University district and the neighboring town of Ester.
