FORUM AND MODERATION RULES AND GUIDELINES:

First, I want to remind you of the rules recently written by Dave Leip.

These rules are here to be abiden by and moderation, actions and sanctions to be implemented if need be.

I'm implementing a new tracking tool for reported posts and moderator actions.  Now, all reported posts ("Report to Moderator") are saved and the moderators report the type of action taken (deleted/modified or no action and reason).  This provides a record of the reports and actions taken.  If there are any concerns with moderator action, I can review any complaints.  

Furthermore, I'm also implementing a new framework based on reported posts.  The following is a guideline and can be modified subject to moderator inputs.
  • At 3, 6, and 9 reported posts in which a moderator deletes or modifies the post, a warning is generated that sends a PM to the member showing the original posts that were moderated.
  • 10 reported posts in which a moderator deletes or modifies the post will place the member on moderated posting for 5 days.  
  • 15 reported posts in which a moderator deletes or modifies the post will place the member on moderated posting for an additional 10 days.  
  • 20 reported posts in which a moderator deletes or modifies the post will ban the member.

Only posts with date stamps after this message count.

Reported posts in which the moderator takes no action do not count.

There is an avenue to appeal the count of mod actions by sending a PM to myself.

Types of posts that are deleted or modified: personal attacks, profanity/vulgarity, discrimination/hatefulness, trolling/baiting, spam.

Note that immediate ban or mod review can be implemented for more serious violations.  It is my hope that these changes will improve the posting quality, improve the consistency of actions, and make the forum a better place.

Some Guidelines (will continue to add to this list)
Personal Attacks: Personal attacks include extraneous words in a post that demean the poster you are debating, such as I disagree, you "*$#" (fill in the blank) or "I'm not sure that you can comprehend this, but ..."  All personal attacks are deleted when reported.  Veiled or subtle attacks will also be deleted when reported.  

Profanity and Vulgarity: Please refrain from using profanity and vulgarity.  Such posts are subject to deletion or modification when reported.

Discrimination and Hateful Speech: Posts deemed to be discriminatory or hateful against other posters or groups in general due to race, religion, etc. are deleted when reported.

Empty Quoting: One empty quote can be considered agreement with the statement.  Although I prefer you add your own words, I'm ok with reasonable levels.  Empty quoting yourself to bump a thread or to try to reiterate your position is considered spam.

Bumping old threads: bumping a very old thread with little substance (especially with an empty quote) is considered spam.  You can revitalize an old thread if there is new information to discuss or new members whom would like to engage in quality discussions.


I know that those who take part in survivors are respectful forumers, but rules are also here to be reminded of.

SPECIFIC RULES FOR SURVIVORS / MANAGEMENT OF SURVIVORS:

1) Themes

Of course, we are on a political forum, in an "election and history games" board, so survivors allowed here deal with elections, politics, history (political, military, social, economic, religious,...), geography, economics, sociological matters.
These will be called "on-topic" survivors.

The "off-topic" survivors - dealing with every other subject you can imagine - are allowed on a limited basis, i.e. provided there is a maximum of 5 of them active at any given time.

What is more, a forumer isn't allowed to manage more than 2 off-topic survivors at any given time (but can manage on-topic survivors at the same time).



2) Waiting lists and options

There is another stickied topic in which you can take out an option on an idea of survivor, so that other forumers don't "steal" the idea (Wink).

Options are valid for 2 months: during these 2 months, only the forumer who has taken out the option is authorized to manage the corresponding survivor.
If not used, the option can be renewed only after 1 more month.

What is more, for off-topic survivors, there is a waiting list, where you must put down your idea of off-topic survivor.
Only the first 5 of the list can be run at the same time and one forumer can't manage more than 2 off-topics survivor at any given time.

If the idea of a survivor is stolen, it will be deleted.
If an off-topic survivor is started too early, I'll lock it.



3) Past survivors

I've also made a list of survivors already organized.
The rule I want you to abide by is that a survivor shall not be organized on the same subject for one year after the end of the preceding one.

I'll lock the topic until the organizer explains me what he thinks and then unlock it or remove it.

A survivor that includes another one (Latin America presidents Survivor includes, at least partly, Argentine's presidents survivor) will not be considered as the same survivor.



4) Inactivity

A survivor who is inactive for 3 weeks will be considered as available for any other forumer to resume it or even to restart it.
I'll be able to lock it or to allow another forumer to resume or restart it.

By "inactive for 3 weeks", you should understand that the latest round has been opened for more than 3 weeks.

A survivor managed by a banned poster will be locked ASAP, as it is immediately inactive, and will be available immediately for any other forumer who wants to resume it or to restart it.

A list of thus available survivors has been made in the other stickied topic.



5) Management of survivors

- Each survivor must take up as few topics or threads as possible.
It is forbidden to make one topic for each round: I'll merge them and, if the problem is repeated, I'll lock or remove the topics.
But, of course, you can organize your survivor with a few groups and a topic dealing with organization and results.

- Before starting a survivor, please take a look at how many are already open and please take a look at the lists in the other stickied topic, in order not to create an artificial list of names or a list of names too close to another one.

To be interesting and useful, survivors must lead us to read, to learn, to search about names whom we don't know enough or at all.
So, we need to have a fair amount of simultaneously active survivors, not an excessive amount of them.

- Please update your survivors periodically, but try not to do it more than once per 24 hours, so that every inhabitant of planet Earth is able to vote Grin.

- If you want to drop a survivor, let me know it in an explicit way, so that I can lock the topic, give the survivor to another forumer or make the subject available for another forumer to restart it.



I am entitled to lock any survivor that doesn't fit the rules or even to remove it.
We need to keep as many active survivors as we can on the main page. So, the threads that do not abide by the rules can be deleted quickly.

If you want to complain, please first use PMs and/or the other stickied topic on "debates, complaints,...", which has been created for this very purpose.
