I left off the microstates such as San Marino and those that had internal autonomy but had their foreign policy subject to another power.  When it came to constitutional monarchies I applied the principle that if the monarch didn't have to listen to the parliament when picking the prime minister, the monarch was the leader, otherwise it was the prime minister.

I'm not getting the participation I'd hoped for and there are too many survivor threads right now, so rather than continue on with the rest of the rounds, I'm canceling this due to low ratings a la Pirate Master.  If someone else wants to do this either from scratch or continue with the surviving forty-four leaders, feel free.
