Freedom Law. I think this act was very good--it was one of the first to restrict the power and influence of big business. It's a shame that it wasn't enforced for 11 years after it was passed, though.

Despite the fact that the act was passed under his watch, he refused (or didn't bother) to enforce it. Thus, I give him little credit for having the law passed if it was only implemented and enforced over a decade later.

Not having enforced it as vigorously as was possible (the federal government did go after Jellico Mountain Coal and several others during his term, however) doesn't mean that he wasn't instrumental in the act's creation and passage.

The only monopolies are those owned by the state. Even with natural monopolies, there is still competition. With toll roads, for example, they still face competition from trains.

Nuetral. I'm leaning to HP Law, though. I used to support it when I was much more liberal on economics. But, now I'm flip-flopping on it.
