I'd say Yes. He increased spending on education and infastructure in ND as Governor, and very few Republicans right now would be willing to do that. He might become much more conservative on economic policy in the Senate, but I am judging him by his current record and position.

Hitler got 36.7% in the only election he ever contested.

He did better then that in some other elections. Of course these weren't exactly fair contested elections.

Yeah, but Palin has moved WELL to the right and become far more partisan since she became a national figure. In her first two years, she constantly quarreled with the Republicans in the legislature and as late as the spring of '08 said extremely charitable things about Hillary and Obama.

The ND Republican Party is relatively moderate. It is probably to the left of the national GOP, at least on economic issues. The state Democratic Party is obviously to the right of the national party as well. Might be the state with the two most moderate parties on balance in the country. Nate Silver once statistically proved this actually.

If Hoeven ever ran for President, I would seriously consider voting for him due to his moderate economic policies in North Dakota. There are very few other Republicans that I would seriously consider voting for, unless the Democratic nominee/President was a major screw-up.

Being a moderate governor is very different from trying to be a moderate senator, expecially in the GOP. Still, best case scenario is he may be a pro-life verson of Bob Corker.

I don't exactly think Bob Corker is moderate. BTW, I think I wrote somewhere that Hoeven might become much more conservative in the Senate, but right now I'm judging him only for his current record as Governor (since he hasn't became a Senator yet).
