I say it is kinda, there are rules, but they are hard to enforce and chaos is like the daily entree.

No, because in an anarchy (Something unachievable without disaster, and something I do not hope for in the slightest), there would be no clear system of government, and we have one, the Moderators, led by The Right Honorable Dave Leip. 

However, judging by some of the things that have happened here, we occasionally are a libertarian utopia and other times an authoritarian state.

In the sense that any conversation is, I guess.  But keep in mind all we're doing here is typing chats - nothing is real here, so the extent of the 'anarchy' is physically limited to inconsequentiality.
