Oh yeah I forgot Dakota in Minnesota. Thats a definite yes. Otter Tail is a maybe, my grandmother used to live there and I once spent Thanksgiving overnight at her place, can't remember if I did any drinking. Probably yes.

Interestingly if we make this list only counties I have gotten totally intoxicated in, it goes down to Hennepin, Blue Earth and Nicollet in Minnesota and Burleigh, North Dakota.

I have smoked cigarettes on the ground in Suffolk, Nassau, New York, Tompkins, Ostego as well as two unknown counties; one between Oneonta and Ithaca and another somewhere in Pennsylvania along Interstate 81.
