He's referring to an Internet catchphrase.  He's also doing it wrong: you aren't supposed to refer to the person's actual name, but to a term widely misunderstood as their name.  For example:

"I think You're My Miss Washington DC is a pretty cool guy.  eh makes horrible threads and doesn't afraid of OCD."

It went out of style a good two years ago, and good riddance.
