A RESOLUTION


To recognize the career and accomplishments of native IDS resident and 31st President Duke, as well as those of IDS Senator North Carolina Yankee


Be it enacted by the Legislature of the Imperial Dominion of the South assembled


SECTION 1. TITLE

This legislation may be cited as the Recognizing Excellence in Leadership Resolution.

SECTION 2. COMMEMORATION

IDS citizen AHDuke99 of South Carolina, commonly referred to as Duke, 31st President of the Republic of Atlasia, is hereby recognized for his leadership, both to his home region of the Imperial Dominion of the South and to the Republic of Atlasia, throughout his service as both legislator and executive.

Likewise, IDS citizen North Carolina Yankee of North Carolina, current Senator of the Imperial Dominion of the South, is hereby recognized for his long and continuing record of leadership to the Region as our delegate to the Atlasian Senate.

Upon enactment of this legislation, it shall be incumbent upon Scott of North Carolina, current Emperor of the Imperial Dominion of the South, to formally commemorate the honorees at the East Room of the Imperial Mansion in Memphis, TN.

IDS Fine Act

1. All fines used in punishment for criminal offenses will be based on the daily disposable income of the crime's perpetrator.
   a. Daily disposable income is defined as 1/60th of monthly mean income.

2. No fine will exceed a year's worth of daily disposable income. Each crime will have a mandatory minimum fine to be used if daily disposable income is below the set rate.

3. All punishments for felony convictions will include a fine.

IDS Save our Utilites Act

1. All power and fuel companies within the IDS as described by the Public Fuel and Power Act of 2014 will be immediately nationalized by the Imperial Government. These companies will be returned to their former owners one minute after said bill goes into effect or fails.

1. No person may claim to represent a state of the Imperial Dominion of the South without express permission from the Imperial Legislature, the government of Atlasia, or some other organization imbued with that power by the aforementioned bodies.

IDS Environmental Act
1. The average fuel efficiency for new cars and automobiles sold in the IDS will be 50 mpg by the year 2020, average new car efficiency increasing by 5 miles per gallon per year.
2. The IDS will invest heavily in renewable resources, getting the region to be powered 50% by clean energy by 2020.
3. This will happen through tax breaks and regional subsidies;
  • up to 60% of cost paid by regional government for solar panels
  • up to 50% of cost paid by regional government for wind turbines
  • up to 40% of cost paid by regional government for all other renewable resources
4. Regional government must print on 50%+ recycled paper.
5. Minimum fuel efficiency standards for new appliances and air conditioners must be increased by 50% by 2020.

Excellent Flo! I'm not sure I agree with these bills 100%, but I'm sure we can make them workable. This is another step towards the IDS working again!

Taxpayer Receipt Act
1. Every fiscal year, the residents of the IDS will receive a letter stating how their tax dollars are spent.
2. The letter will detail expenses based on: Education, Higher Education, Social Services, Transportation, Justice, Economic Development, Environmental Protection, Elected Officials, Debt, Buildings, and b General Government.
3. The receipt will show how much of their taxes are spent on each subject percentage wise (ex: Jose pays $4000 in income taxes to the regional government, he pays $400 of his taxes to Higher Education, therefore, 10% of his taxes are spent on Higher Education and both are marked as such on the graph).
4. Every resident will also be sent a letter with a pie graph showing how their sales tax is used for each of the previously listed subjects (ex: 7% of the money made from sales tax goes to Economic Development and that's how it's listed on the graph).
5. The income tax receipt will show the dollars allocated to each subject based on the household income reported to the regional government the previous fiscal year.

1. Payment for the ACT and the SAT tests will be covered by the regional government.
2. Payment for AP exams will be covered by the regional government.
3. Payment for college admission fees will be paid by the regional government with the listed unweighted GPA's.
  • Up to two colleges to students with a minimum of a 2.0 GPA
  • Up to three colleges to students with a minimum of a 3.0 GPA
  • Up to four colleges to students with a minimum of a 3.5 GPA

Budget Reset Act
1. All legislation pertaining to taxes and spending passed prior to the month of November in the year 2014 shall be struck from the record, to allow for the budget of the IDS to be reset.

2. All legislation referred to in article one shall be preserved in the wiki for archival purposes.
