He needs to be SecDef once Gibbs is through. Yes, I realize that that isn't legal, but surely they could change the rules for someone of his stature.

Obviously from his language, he expects Gibbs to replace Gates, and then Petraeus to replace Gibbs.
How else will Obama get his proposed forced-homosexuality program through the military ranks?

Well he could always change his mind. Eisenhower originally didn't want to run for president if I am correct, but changed his mind when he saw a groundswell of grassroots support for a presidential bid.
