     While doing so would be far from a trivial matter, habeas corpus can be suspended.

I don't think a President of the United States Fidel Castro would be significantly more likely to suspend habeas corpus than a President of the United States Sarah Palin.

     Despite my distaste for Sarah Palin, I expect she has slightly more respect for the institutions of accountable governance than someone who was a dictator for many years.

Quick note: Fidel as U.S. President rather wouldn't become dictator, because there's diffrent, and well-established, system.
