Howard Dean/Wesley Clark: 296
George W. Bush/John Engler: 242

Without 9/11, all of Bush's strengths would officially be gone. He won in 2004 because he was a defense-oriented President in a time when very few felt safe. Without that, he has very little and thus loses in this scenario. At the very least, he has a better VP in this case.
