I mean exactly what I mean: are "faith-based initiatives" as practiced by the Bush and now Obama Administrations, which are the paying of public moneys to religious organizations for "charitable work", consistent with small-government, classical liberal rhetoric?

Fait Based initiatives have been around even before bush, but our last president simply made them more religious.
