what is the effect on the Democratic primary and general election?

I think he would have won the primary and then won by an even more comfortable margin than Clinton did.

Cuomo would have won the nomination, possibly selected Bill Clinton as VP. He would have won the general election by about the same or a slightly smaller margin than Clinton did in RL.

As President, Cuomo would have likely passed healthcare reform and welfare reform, with the Democrats keeping their majorities in Congress throguhout his entire Presidency. Cuomo would get reelected in 1996 and Clinton or whoever his VP is would be elected in 2000.

Someone should do a TL about this.

The New York population that moved to Florida to either retire, or relocate for work. During the 1980's the was occurring en masse. In the 90's the voting was felt in Palm Beach, Broward and Miami Dade counties.

Funny you should say this. I did a very in depth and well researched TL about this as my first one. It's called Hamlet on the Hudson if you're interested. I would say that Cuomo would do worse electorally considering that Clinton won many southern states. Perot also would have done better as he could have run against the more liberal Cuomo.
