I absolutely loved Santiago when I went. The people are lovely (and unusually short), the slums are still walkable and the metro is fantastic. There was a very real class division, but the worst off were better off than in the other places I went with the exception of Montevideo. Great clubs, great people, easy to get to the Andes or the Pacific. If it wasn't for the pollution I could live there quite easily. Monterrey is apparently quite pleasant, by my vote is firmly for Santiago.

I spent about a month in Buenos Aires a few years ago, and it was nice but nothing spesh. That said, it doesn't need to be to beat Port-au-Prince. I vote Buenos Aires

Another ridiculously tough choice. Seems a bit unfair that the two are paired against eachother, because Toronto would easily get my vote if it wasn't up against New York City.
