While Pataki isn't a serious candidate, he could arguably affect the race if he decided his only chance was to instantly convert to pro-life in a clumsy way that invited mockery/comparisons to Romney.

Guiliani probably got more bang for the buck than a Pataki Presidential campaign would. Guilani got a hypothetical federal delegate for his $62 million.

John Cornyn says he thinks Pataki passed on the Senate run because he's thinking about running for prez.  GOP12 runs down Pataki's hints over the last six months that he's interested in a run:

He's visited both Iowa and New Hampshire in the last six months.  It's just that the media doesn't really cover him, so this stuff flies under the radar.  He's never really mentioned in the list of potential 2012ers because I think the media regards the idea of Pataki 2012 is a bit of a joke (and I think they're right to do so).

not to him. He doesn't want to go for anything else, he is focused on 2012. This isn't somebody like Duncan Hunter running, if he plays his cards right he could be credible in NH. And if he does at least somewhat decent, he could run in 2016
