If you include Obama in that you better include Reagan because he had the same approval levels and economic situation as Obama does at this point in his term.

I don't get the point, and it is rather (no matter how much I dislike him) unfair that Obama is included.

That being said, I'll go with Hoover being the best "worst" president, as at least he was a generous man.
