California closely followed by New York and Massachusetts.  

Criticizing the Massachusetts legislature as worse than 47 other states is political partisanship. I don't think I'd agree with much of what the Idaho legislature passes, but I don't consider it particularly corrupt, undemocratic, or embarrassing. The Massachusetts legislature does a reasonably good job for a medium-sized state, and considering it has been a one-party legislature for a while, I think it's doing really well. The corruption could be far worse and the legislature is actually quite responsive to voters, particularly compared to how it was under Commissar Finneran. I like the size of the legislature for population, too.

Pay raise controversy right?

Is there any big-state legislature that isn't completely dysfunctional. California is a well-known story, New York's Senate Majority Leader got there by holding both parties hostage, Illinois is obvious, as mentioned before Texas and New Jersey are notoriously corrupt, Pennsylvania, Florida?.

The New York State Assembly, a wholly owned subsidiary of the trial lawyers and public employee unions, isn't much better. 

New York's whole legislature is a joke - one of the worst, if not the worst in the US.

While I wouldn't categorize the General Assembly as one of the better State legislatures, I wouldn't consider them one of the worst either.  So why do you think they the General Assembly of South Carolina is deserving of the title of the worst?

I haven't heard bad things about the Pacific Northwest legislatures either.

Washington is pretty bad, but pretty good compared to California, New York and New Jersey.  I'm not sure about Oregon.

I've also heard Texas is very corrupt as well as New York and New Jersey.

Washington's is at least functional even if the budgets they pass are dumb.

Agreed, overall I would say that we are pretty lucky with our state legislature.

Yeah. In the grand scheme of things it could be a lot worse.

Right now?  I would say Arizona is slightly worse than Oklahoma.  I am embarrassed by Arizona for encouraging racial profiling and I am embarrassed by my Oklahoma legislature, though they are conservative, apparently are going to stop at nothing to criminalize abortion and throw the doctors and the mothers in the slammer.  I'm definitely against abortion, personally, but I do not support criminalizing it and forcing a minor to put her entire medical history on display.  I love Oklahoma and still think it's one of the best states in the USA, but this really embarrasses me.  This pretty much just tipped my vote toward the Democrats in July's primary and November's general.

A lot of state legislatures are pretty crappy, so it's pretty hard to decide which one is the worst.

For recent dysfunctionality, the NY State Senate takes the cake. Espanda should be in prison.

For general lack of power, California's takes the cake.

For pure craziness, probably Oklahoma maybe Mississippi.
