No no no! The North Tower was a terrorist plot and, upon learning of it, Bush gave the orders to go ahead with the already planned but put-on-hold attacks on the ST and Pentagon, realizing that the NT attack was a excellent diversion. 

He also had undercover Air Marshalls on United 93 pose as heros and take down the other actual terrorist plane, in fear that they might actually destroy something they care about.
