The seal has been changed around over the years, several of the old ones had her breast covered as well. Yeah it's dumb, but it's at his discretion and it's not like he's covering up a work of art or something.


This isn't any sort of official change by the way, it was only the picture on pins the office gave out.

It wasn't like they just altered the original seal to cover her breast. It's a COMPLETELY DIFFERENT design, and they just decided to draw armor on her, it's not a big deal...
