Like I've said before, Vane was trying to get banned.  Hammy uses one of his duplicates to run for office, hang out, etc., and the other one to troll and break the rules.

He flooded the Forum Community with threads (most of which were deleted), and has been breaking various rules regarding spam and that sort of thing for some time.

But, specifically, he was banned for being a duplicate account of a banned poster, as you're well aware.
