This has happened some time ago. The birth rates in Mexico haven't changed much over the last 10 years: they've fallen precipitously in the quarter century before that. You rarely see parents w/ more than 2 kids these days, even if their own parents had 8. Of course, eventually it would mean a decrease in miration. But, for the moment, don't hold your breath yet: the largest cohort, if I am not mistaken, is the one that right now is in the 10-14 year age group (maybe 15-20 already, though, I am not sure). So, a huge chunk of young people is right now entering labor force and it is mobile. But in 15-20 years things will sure be different.
