Not unreasonable.  If you are in a business where there is a considerable chance it'll be banned, making it into something the government makes money off of makes it less likely to be banned.

It's worked for gambling and low-level nuclear waste dumps.

The voluntary tax wouldn't be horrible for why Ernest explained, but it should be a lot less than $10.
