- To vote, rank all of the proposals in order, numbering them in order of preference, with one being the most preferred . Valid ballots must have at least three proposals numbered
- Voting opens at 8:00 EST on 13 March, 2004, and closes 72 hours later.
- The winner will be determined as follows: The first-preference votes will be tallied. If one proposal obtains an absolute majority, it wins. Otherwise, the proposal with the fewest number of first-preference votes is eliminated, and the votes are redistributed based on the next-highest preferences. Such elimination and redistribution is continued until one proposal has an absolute majority.
- As Hugh and the Vice President agreed, maps including regions with fewer than three voters were removed. Also, any proposals that were superseded by later proposals from the same author were excluded. Finally, proposals that did not involve exactly five regions were excluded.
