The crime rate in NYC drastically decreased under Giuliani. I'm not saying that it was due to his policies--I'm just saying that it occured under his watch.

It was fine, making the necessary turnaround that makes it so much better today than it was decades ago.  It began growing again in a lot of ways.  There are of course some things it could do without, but it generally became a MUCH better place.

The murder rate everywhere went down in that time period.

Of course there plenty of other factors, not to mention the latter statistic is 5 years after he left office. But one can decrease the murder rate without harassing marijuana users and shutting down night clubs. Minneapolis greatly dropped its murder rate from the "Murderapolis" one in the mid-90s without doing anything of the sort.
