I think so. This should be used to implement voting reform and break up the two party monopoly.

We need an amendment that allows 2/3 of the states to start the federal amendment process, as well. Without calling a convention.

The amendment/voter initiative process in Arizona has, over the years, crippled the state budget process. Seventy-five percent is off the table for budgetary purposes because voter initiatives have been passed mandating spending without a funding mechanism. Fortunately, there is, oddly enough, an initiative tomorrow that would amend the process to require that a funding mechanism be identified outside of the general fund.
