But he's essentially not running.  Anybody who votes for him is voting for a candidate who isn't even allowed to assume the position.

He's eligible to run for both.

However, he is a 10-year-old kid who is legally forbidden from being on this website, and when his parents found out he was on here, they grounded him.

From a legal standpoint, if a poster posts that his age is 10, and he acts like he is 10, he should be banned, in my opinion.

U.S. law - COPPA, which Barnes and Libertas sited.  I wouldn't really care if it was just a forum policy, but it's an actual legal issue.
