There actually is an age limit of 13 here?  Is this United States law, or just Atlas Forum policy?

U.S. law - COPPA, which Barnes and Libertas sited.  I wouldn't really care if it was just a forum policy, but it's an actual legal issue.

Yes, and better for it, I say. Not only from an irritant standpoint, but also that these kids can get into a lot of trouble unsupervised.
