Yes, quite a bit.  Network TV is marginally better, but the cable channels has much better shows now than it did in the 90s.  We can thank HBO for that (and Showtime and FX to a lesser extent).

Well, I don't get most of those channels, sadly. I love Breaking Bad on AMC and It's Always Sunny in Philadelphia is certainly amusing but I'm hard pressed to think of any other good shows on television right now (other than some mostly 11-minute long stuff on Adult Swim). TV in the mid-90s had Beavis and Butthead, The Adventures of Pete and Pete, a much better SNL, etc. I think it more than holds its own with today's television.
