Something to chew on: If Prop 14 had been in effect this year then CA-19 and CA-42 would be R vs. R in the general. CA-36 would be D vs. D (although this is right on the edge and could change).

     For some reason, Prop 14's support has begun dropping, down to 57% now. I suppose the numbers don't really exist to flip it, especially since San Francisco County is 100% in now.
I think the first votes in were mail-in votes.  Does California permit those to be counted before the polls closed (the first results were 10s of 1000s of votes from the big counties).

At 5000 precincts and 2 million votes it was still 60:40

The next 11,000 precincts and 1 million votes were 48:52

There are 6,000 precincts left.

Counties with a lot of precincts out include LA, San Diego, San Bernadino, Riverside, Alameda, Santa Clara.  The strongest Yes area appears to be the Inland Empire, but that may be because they haven't got around to the walk-up vote.

Permanent mail voters might have greater share of participation by DTS voters, since they get sent a ballot.  Any GOTV on election day are going to tend to be directed at party registrants.

DTS by-mail voters get sent a notice asking if they want a partisan ballot, along with a toll-free number where they can get information on which parties are permitting them to vote.  So some aren't going to go through the extra work, and are going to get a non-partisan ballot, and will probably vote Yes.  And even those who navigate the system are going to be upset at the hassle, especially if they picked wrong and couldn't vote for who they thought they could.

Isn't it kind of odd that San Francisco rejected this, since of all places it would make for more meaningful General elections there?  I haven't really read any of this thread, though.  I always thought Top Two was a universally unpopular system (other than with me and a handful of weirdos) -- color me surprised.

Who is Sharron Angle?  I didn't hear her name in my life before about a minute ago.

She's a former state legislator who ran for the NV-02 seat in 2006 and barely lost to Dean Heller. She was the Club for Growth candidate.

Why did Gary Miller do so badly?

Generic rich guy ran against him and put in half a million dollars of his own money.

Nothing much appeared to happen after I went to bed - Harmer won in CA-11.  I thought Angle might get to 40% based on the gains in Clark that was showing up with the newer voters.

Wasn't the race between Lowden and Tarkanian?  How did she come from behind like that?

The Club for Growth declared their support for Reid's re-election by endorsing her.  Coupled with Lowden's implosion after the chicken thing and the illegal tour bus donation, and Tarkanian not being able to break through the barrier of being totally unqualified, Angle jumped into the lead about two weeks ago or so.

That's my inclination as well.  Maybe the CfG doesn't want Schumer as Majority Leader?

SC House incumbents who lost or face a runoff.

SC House 41 (D): With 30 of 33 precincts reporting, Brown (i) is leading Marcharia 48-40 in a 3-way primary

This appears to be the only Dem runoff in the entire state. How bad is that turnout going to be?

Probably not too bad.  Runoff turnout is usually about the same and none of the people who voted in the Democratic primary will be able to vote in the Republican runoff.  (People who didn't vote today are eligible to vote in either runoff.

There is another Democratic runoff, but it's in a race that the AP didn't bother to cover.  5th Circuit Solicitor (Richland and Kershaw Counties) will be having a runoff between Dan Johnson (42.84%) and John Meadors (31.60%)

Props. 16 and 17 are looking like they won't be able to be called for several hours.

Refresh my memory on what those are?

16 is about making it tough for municipalities to go into the electrical/gas utility business to compete with the legal PG&E monopoly, and 17 is about overriding insurance regulations, that one cannot offer a discount to someone who has insurance with another insurance company, but wants to switch to a new one, because one had insurance (it is legal to offer a discount, if you have stayed with the same company). Mercury insurance put this one on the ballot, and funded it, because for some reason, they are crazy enough to want to insure more California drivers, and increase their market share. Others claim, that it will cause everyone who does not switch to have higher insurance premiums. Where does the truth lie? I have zero idea, and I am not sure anyone else does either. At least nobody bothered to write anything coherent and persuasive as to what the reality is, that I saw. I guess it is just too complicated and boring for the press to spend real time on this one.

Let's put it this way, if Mercury Insurance poured millions into it, is it more likely to benefit them or consumers?

If 17 had passed, it would have made it more likely for consumers to shift between insurers as the continuity of coverage discount would no longer only be had if they stayed with their current insurer.  So it would have been a benefit to insurance companies that were trying to aggressively increase market share, such as Mercury.  As for whether consumers would benefit in the long run, probably not and they might have suffered slightly if Prop 17 increased promotional costs incurred by the insurers that would have been passed onto the consumers.

The California Secretary of State has a outstanding map feature on their website for the statewide races and propositions. Atlas quality.

Debra Bowen ruined that too, by moving to something that requires plugins.  The older maps worked on any browser.
