Yes, when the Japanese or Germans (or Italians) would have launched another attack on the U.S. FDR wanted the U.S. to go into WWII--he just wanted a conventient excuse to enter without any criticism, and he found that in Pearl Harbor (which he did not bother to stop despite being informed about an impending attack beforehand).
