I don't understand?  "hopes"?

I understand that it's a fairly common word. Does it have an extremely specific useage in America? Because I think my point was at least reasonably clear.

I still have no idea what you're saying still here.  "Tool" in the U.S. is a guy so clueless and awkward as to not know that he's being used/fooled/whatever.  I don't think that's inherent in hoping that politicians are lying to us about this stuff?
