I contacted Nathan just yesterday morning and he let me he was ill. He thus may or may not be able to start up the Senate tomorrow on time.

Rather than risk getting a horrible start like last time, I will start it all by Saturday morning as a fail safe in case he can't.

I still am not really that desiring of being PPT yet again, as I said in my Senate Campaign. I had thought Scott would be the best replacement, but unfortunately, he is no more (I killed him actually, that Governor stuff is all just an elaborate cover up. I had his named legally changed to Steve and am manipulating his body with my millenium rod. Shhhh! Tongue). Therefore is anyone else interested in taking the position?

I am going by who sweared in first, after the designated times. Technically Julio and Oakie could end up fighting over that legally if they reach the top and the Dean is needed for soemthing, since Julio posted a premature swearing in and I don't know for sure that such doesn't count for senority purposes. To ensure his votes are legal, I had him redo it to be safe.

8/10 of the Senators, weren't here just two and a half months ago. Anybody here, seen my old friend Scott?... Tongue

SENATE ADMINISTRATION GUIDEBOOK:

I.  Starting a New Senate
       A. The Senate Session starts at 12:00 PM Eastern Standard Time (1:00 PM EDT), on the first Friday in the month following the last regular election to the Senate. Newly elected Senators must swear in after this time before they are able to vote exercises the powers of their office. Senators may vote on legislation where their predecessor has voted, which has the practical effect of changing such votes if they are different.

       B.  President Pro-Tempore Elections -
            1. The Senate begins on the first friday of the month following the election
            2. On this date, the President of the Senate shall commence a 48 hour declaration period for the position of President Pro-Tempore
            3. At the close of the declaration period, the President of the Senate shall open up a vote that shall last for five days or until a majority have voted for a single contender.
            4. Upon the election of the President Pro-Tempore, the VP may delegate the authority administer the Senate to the said official as established in Article Two of the OSPR.

       C. The Dean of the Senate -
             1. Is the longest continously serving serving sitting Senator, who is not also the President Pro-Tempore.
             2. The position is established in Article 3, Section 2 of the OSPR
             3. The Dean may assume the powers of the President of the Senate/President Pro-Tempore if both have been absence from Senate duties for more then 48 hours, or by specific delegations as established in the President Pro-Tempore Activity OSPR Amendment

II. Debate on the Floor of the Seante
     A. Legislation

            1. There are 15 slots, fourteen of which may be used for legislation. The first six go in order of introduction by a sitting Senator into the appropriate thread. The other eight are as follows and any bill can be inserted into them as long as they are within the parameters of the specific area listed:
                                         a. Foreign Policy - Diplomacy, Defense and realated matters
                                         b. Executive Agenda (2) - President's Discretion
                                         c. PPT slot (2) - PPT's discretion
                                         d. Emergency/Forum Affairs (3) - Emergencies, Election Law, possibly issues pertaining to the rest of the forum
 
             2. A bill must have a sponsor who is a sitting Senator to be introduced onto the floor and it must be placed in one of the slots. Debate shall last for a minimum of 72 hours, unless waived by unanimous consent (see below). Debate shall proceed until closed off by either Cloture (see below), unanimous consent, or upon the calling for a vote after debate has ceased for longer than 24 hours, after one of which a final vote may thus be opened.

              3. Final vote - Lasts for Five Days, or until a majority vote for/against the bill. Only if there is dissent from the majority (ex. 6-4 as opposed to 6-0), shall 24 hours be given on vote changes. If no dissent, or after the expiration of vote change period, the administrator shall close the vote and proceed accordingly based on the legislation in question.
                                          a. Constitutional Amendments, Expulsion, and Treaties require 2/3rds support. Constitutional Amendments are sent to the regions and treaties to the President's administration.
                                          b. Impeachment 3/5ths -
                                          c. Legislation and Resolutions require a simple majority  and are sent to the President for a signature, with the exception of Senate rule changes.

     B. Amendments -  may be offered during the course of debate by a sitting senator. Amendments must be on the floor a minimum of 24 hours before adoption.
                                                                  1. If judged friendly by the bill sponsor, twenty four hours shall be given for Senators to object, after which the amendment shall be adopted.
                                                                  2. If Judged hostile, or an objection is filed by a Senator prior to the expiration of the objection period, a vote may proceed as long as the amendment has been on the floor twenty four hours by the time the vote has started. The vote shall last for three days or until a majority has voted for or against it. Once it garners a majority, the vote is to be closed without giving a vote change period.

     C. Motions to Table - Any Senator may motion to table a bill, which shall be thus voted on if seconded by another Senator. Passage shall require two thirds of those voting (not counting abstentions), in order to be passed. Once passed, it shall be removed from the floor of the Senate.

     D. Cloture Motions - May be motioned for once 72 hour minimum debate time has lapsed, by a sitting Senator w/o need of a second. Previously offered amendments are to be considered first, but further amendments are barred until after the cloture motion has been voted and rejected. The vote shall proceed under the same rules as final votes save for requiring 2/3rds support.

     E. Unanimous Consent - Both the minimum debate and cloture requirement may be waived by the PPT, provided 24 hours is given for objections.

This is to satisfy a complaint of Oakvale. IF it is any consolation, I have been planning on doing this since March. It isn't my fault you are no longer here to enjoy it. Just go kick some more people from the IRC and you'll probably feel better in the morning about it. Tongue

III. Legislation After the Floor of the Senate.
      A. Final Vote on Legislation -
                  1. If failed, it shall be removed from the floor of the Senate
                  2. If it has passed the Senate, legislation requiring the signature of the President shall be presented to the President for Executive Action.

      B. Executive Action - A president may sign, veto or offer a redraft on a piece of legislation presented to him.
                   1. If signed, the legislation shall be considered as law in accordance with the directives contained within the text and is to be added to the wiki by the Attorney General.
                   2. If vetoed, the sponsor shall have 72 hours to request a veto override, which shall require 2/3rds approval in order to pass over the President's veto. Such bills shall be placed in the Veto Override slot on the noticeboard.
                   3. Once on each bill, the President may propose a redraft to the legislation.
                                      a. The original sponsor shall then have the choice of whether to motion to accept the President's redraft by a simple majority vote, or withdraw the bill from the Senate.
                                      b. If the redraft is approved, it shall be resubmitted to the President for executive action.
                                      c. If the redraft is rejected, the sponsor may either motion to resume debate or send the bill as originally transmitted to the President, back to the President for executive action.

I fully encouraged posting responses to find out the best way to structure the project two and three posts above this one. I linked this a month or two or ago, but no one has said anything. I fully anticipate this being of an accomodating design.

Does it make sense to allow Senators-elect to allow Senators-elect to post in the legislation introduction thread?  I was thinking of putting forward an amendment to the OSPR for this, but I'm not sure how much would need to be changed or if it is even practical.
