On a per-capita basis, Scott county looks a lot like Minnesota as a whole. For instance:

White, non-Hispanics 92.4% vs. 88.2%
Language other than English spoken at home 6.9% vs. 8.5%
High-school graduates 91.0% vs. 87.9%
Bachelor's degree 29.4% vs. 27.4%
Per capita income $26.4 K vs. $23.2 K

The family sizes are larger, so the household income is propotionately larger.
