Governor, you declared this amendment to have failed ratification in the Northeast despite it having passed 7-4, supposedly due to "less than half of Northeasterners voting".
The Northeast Regional Constitution does not overrule the Atlasian Constitution. There is no turnout requirement for federal constitutional amendments. It merely requires a simple majority of voters to pass.
You seem to have misinterpreted the meaning of the Constitution in a way lacking precedent. The original Intra-Regional Mobility Amendment was ratified in the Northeast with a total of just 10 voters.

Oh, I thought there was a turnout requirement for citizens voting, because the Constitution said (as you pointed out): " which shall be valid to all intents and purposes as part of this Constitution when ratified by

It seems though, that precedent is not on my side, and I do not wish to engage in a lengthy legal battle. I will change the outcome to go along with precedent.

ATTENTION NORTHEAST CITIZENS
There will be a special election for three seats in the Northeast Assembly on Friday December 3rd. If you wish to run, you have until Friday morning to declare your candidacy. I haven't found any specific protocol for special elections in the Northeast and I think these rules are fair.

ANNOUNCEMENT:
I am announcing today that I will not be seeking re-election as Governor of the Northeast. When my term ends, I shall be going into retirement (whether the retirement is temporary is something that I cannot answer at this time). Nevertheless, I wish the best for the future of the Northeast, and I am 100% sure that better days lie ahead for the Northeast.

I'm personally conflicted about the bill, and I need time to think about whether to sign or veto it. If I fail to do anything within the 10(?) days that I have allotted to me by the constitution, then the bill will automatically become law without my signature. Of course, all citizens are welcome to try to convince me either way on this issue.

Governor, I think this bill ought to be signed. Humans have natural instincts that generally prove to make correct decisions in life-altering situations, even ones so simple as a potential terrorist buying a gun. Had that gun clerk been able to prevent Loughner from buying the gun, Congresswoman Giffords would not have been shot. The clerk had an instinct that Loughner was not right in the head, which shows that human nature presides over law in some cases. If this bill were to become law, I feel we could see drastic reduction in violent shooting crimes and assassination attempts.

This Bill will address one very specific circumstance, however, the broader issue of gun availability is completely ignored.
I was also very conflicted about my vote, but in my mind it invites discrimination, and at the same time is a very superficial restriction that would be impossible to enforce and I personally consider it a little gutless.
