Currently in the US homosexual males and prostitutes are deferred for life, the rest for a year except alcoholics and some non-IV drug users (I think cocaine users are deferred for a year, marijuana is not grounds for deferral at all unless traces are found in your blood in which case it's deferral for 8 weeks or something.)

I'd say prostitutes and IV drug users for a limited time is fair, although it shouldn't be a year, something like 3-6 months. The jail restriction is probably the silliest. Ideally I wouldn't even defer prostitutes necessarily unless they weren't using condoms, maybe something like "People who have had anonymous sex in the last 6 months without using protection". Drug users should only be deferred as long as traces of the drug can be found in their blood if it poses a danger. No one should be deferred for life except for people with medical conditions which makes their blood dangerous to use.

The jail restriction is also a reaction to abuses concerning "voluntary" blood donations made by prisoners that date back to before HIV was an issue.

So why not prohibit it among prisoners but not people who have been out of jail for less than a year?

     Unless the person in question has some blood-borne illness, I see no reason that they should be deferred. On the other hand, I figure comprehensive testing of every person who wants to donate blood from these high-risk groups would not be cost-effective, so that is where these deferrals come from.
