Gore wins in 2000, He attempts to get the Kyoto Protocol through congress and it fails, 9/11 still happens, and there is still a war in Afghanistan, there is talk of possible healthcare reform before the midterms. How do they go? Discuss with maps for both the house and the senate.

I don't know how to upload those kinds of maps on here, so I'll just describe it.

Gore's handling of 9/11 bumps up his poll numbers dramatically, and he still has about 60-65% approvals in November 2002. Thus, the Democrats still hold MO (Carnahan's seat), GA (Cleland's seat), and MN (Wellstone's seat; Wellstone doesn't die in a plane crash due to the butterfly effect). In addition, Democrats win AR, CO, and NH, while holding all their other seats. This leads to a net gain of 3 Senate seats for the Democrats, leading to a 53-47 Democratic majority in the Senate (assuming Jeffords still switches parties). In the House, Democrats win about 10 seats, leading to a roughly 222-213 House majority for the Democrats.
