I've always felt that voters have to take part of the blame if they vote for obvious lies.

A Swedish economist once wrote an article just before an election titled "Can I be sure that the Social Democrats are lying?" where the basic theme was that he was pretty sure that they were not intending to do the stupid things they were promising but not completely.

(in that election it turned out that the answer was yes. They did lie and restored the economy after a landslide victory)
