Anyone want to help out with this?

The at-large states are a given. And for the states with no county splits (AR, IA, WV) I calculated:

WV-1,2,3: Clinton
AR-1,2,4: Clinton
AR-3: Dole
IA-1,2,3,4: Clinton
IA-5: Dole

Anyone want to look up precinct data and/or estimate other states...

This is based on the 1990s maps and how the districts have changed over the last 15 years (e.x. Jefferson and Arapahoe counties in CO-7 were musch more Republican in 1996 than they are now).

Pretty sure AL-03 also would have been a Clinton district.  Same with NC-08.

Yes, but I doubt CO-7 voted for Dole since it went for Gore. These were the swings in CO-7's counties from 1996-2000:

Adams 6.3 to Bush
Arapahoe 0.9 to Gore
Jefferson 2.4 to Bush

NV-3 and NC-13 almost certainly went for Clinton - they were 0.5 Gore and 0.3 Bush in 2000 and the counties they were in, swung to Bush.

AL-3 looks to be Clinton assuming the split counties were at all comparable to 2000 (Montgomery actually swung to Gore).

For Nevada's district:


It's almost all contained in Clark County.  When Kerry won Clark, he won it by 4% and almost carried the district as well.  Clinton won the county by 9%, so maybe that would be enough for the district to go the same way.
