I would extend it through the cabinet and then to the eligible governors, based on population.

If all hell breaks loose, you need someone to pick up the pieces.

If all hell breaks loose, there is likely to be a disputation over the population.  More seriously, such a critical time would be a lousy time to deprive a functioning state government of its governor.  Far better to keep the chain of command solely amongst Federal officers.

Probably not.  none of the most populous states are near DC.  The problem that I see is not ending up with Secretary of Agriculture, but the Deputy Secretary of Agriculture, who was serving as grand marshal of the Combine Day Parade in Wichita when disaster strikes.

I'd really expect that there would a representative left to elect someone speaker.

Having the PPT as 3rd doesn't make much sense.  And I'd redo the order in which the Cabinet assumes the office, because the order that the position was created doesn't really take into account how good of a President the person would make.

1 Vice President
2 Speaker of the House
3 President pro tempore of the Senate Majority Leader
4 Secretary of State
5 Secretary of Defense
6 Governor of Virginia
7 Governor of Maryland
8 . . . Governors of other states and territories from most to least populous.

If that is the case Deleware should be in Virginia's spot as first state in the union.

As for me, I'd largely leave it alone with some slight changes.

1.VP
2.Speaker of the House
3.President Pro Tem
4.Sec State
5.Sec. Justice
6.Sec.Treasury
7. Sec. Defense
Etc minus Sec. Energy, Education, HUD, Homrland Security which would be abolished
