They meet on the first Monday following the second Wednesday - whatever Monday occurs between December 13th and 19th, or 41 days exactly after the popular vote occurs. So, this year, December 13th.

Wouldn't it be simpler for them to just define it as "the third Monday"?

No. This is government. That's far too easy.

The definition is from Wikipedia. I am not sure where they got it from.

It would be simpler, but they're not equivalent.  This year, for example, the first Monday following the second Wednesday in December is December 13--but the third Monday in December is December 20.

It is exactly 41 days from election day.

What significance this has I don't now, but I think "third Monday" would mae it vary how many days there were since election day if there was a Wednesday early in the month (or there wasn't - whichever isn't the case this year.)
