For such a basic question, I'm surprised I haven't been able to find an answer. Now, I presume not all precincts will have been documented, so I'm not fussy about finding the absolute #1s, just whatever you've found. Also, results from very small precincts aren't interesting, so only precincts with ~50 or more voters please. (The minimum size is a function of lopsidedness, so a 40-0 Obama precinct is more interesting than a 50-1 precinct).

There's still going to be a number of 100.0% Obama precincts.

Obama got 100% in quite a few Chicago precincts. Some I found that had >500 votes, all for Obama, were:
Ward 34, Pct 57(563 votes)
Ward 24, Pct 35 (551 votes)
Ward 34, Pct 60 (527 votes)
Ward 34, Pct 8 (525 votes)
Ward 6, Pct 12 (504 votes)

There may be more, I only looked through the >99% Obama wards. Obama got over 99% in six entire Wards, all of which had tens of thousands of votes.

The 34th ward was Obama's best, where he received 28,496 votes out of 28,670, or 99.39%.

Some Washington, DC precincts were over 99.5%, which is impressive because the precincts are quite large:

Precinct 101
1,219 Obama
3 McCain
2 Other

Precinct 117
1,209 Obama
4 McCain
1 Other

Precinct 125
2,878 Obama
9 McCain
4 Other

Obama hit 100% in 18 New Orleans precincts, the largest of which had 260 votes.

In New York City:

Obama's best Manhattan precinct voted 99.64% Obama (560 votes)

Obama hit 100% in 11 Bronx precincts, though several are quite small. The largest had 268 votes.

There were 17 precincts at 100% in Queens, but most are small. There is, however, a 520 vote precinct that was 100% Obama.

Finally, Brooklyn had 23 precincts at 100% Obama, but again, most are small. Only five had over 100 votes. The largest had 420 votes.

Atlanta/Fulton County's largest 100% precinct had 206 votes.

I'm sure there are more 100% Obama precincts in black neighborhoods across America, but the Atlas doesn't have data for some cities that may have contenders for largest 100% precinct, such as Detroit and Baltimore.

Best McCain precinct would be kind of interesting. Randomly checking Acadia Parish, there's one where he hit 435 out of 465 valid votes, or 94%.

I would expect there to be a precinct in Roberts or Ochiltree Counties in Texas with over 95% of the vote for McCain, if indeed there are multiple precincts there.

This is a list of Lousiana precincts in parishes whose names begin in a, b, c, d, or east. Within that area, every precinct listed was better for McCain than any larger precinct, and where he cracked 90%.

East Baton Rouge 3/46, 854 votes cast. McCain 774 (90.63), Obama 69
East Baton Rouge 2/8B, 802 votes cast. McCain 738 (92.02), Obama 54
Bossier 02/22B, 794 votes cast. McCain 744 (93.70), Obama 46
Allen 04/2, 281 votes cast. McCain 268 (95.37), Obama 10
De Soto 12, 91 votes cast. McCain 88 (96.70), Obama 3
Ascension 60, 1 vote cast. McCain 1 (100.00), Obama 0

Oh yeah, and there was one unanimous Obama precinct in Baton Rouge. 377 votes cast.
And a precinct in East Carroll parish where Obama took 115 votes out of 116... and that was a vote for Ron Paul (Louisiana Taxpayers). Also a precinct in Shreveport with over 500 votes where Obama took all but one, though that was a McCain vote.

EDIT: Extended my search to anything before (but not including) Jefferson. Will not continue it further. Amended list:

East Baton Rouge 3/46, 854 votes cast. McCain 774 (90.63), Obama 69
East Baton Rouge 2/8B, 802 votes cast. McCain 738 (92.02), Obama 54
Bossier 02/22B, 794 votes cast. McCain 744 (93.70), Obama 46
Jackson 11, 594 votes cast. McCain 561 (94.44), Obama 28
Allen 04/2, 281 votes cast. McCain 268 (95.37), Obama 10
Evangeline 5004, 162 votes cast. McCain 156 (96.30), Obama 4
De Soto 12, 91 votes cast. McCain 88 (96.70), Obama 3
Evangeline 4021, 3 votes cast. McCain 3 (100.00), Obama 0.

Honorable mention:
Franklin 18, 25 votes cast. McCain 24 (96.00), Obama 0. Remaining vote was for Paul. Also, Jackson Parish had an unanimous Obama precinct, with about 80 or 90 votes or so. Lol.

More interesting might be to look for the strongest >1000 votes McCain precinct. One such precinct in St. Tammany's Parish was 89.83% McCain.

A thousand votes is shifting the relevancy threshold pretty damn high. I'd continue with that sliding scale. If I did continue.

Milwaukee had a precinct where Obama got 801 out of 802 votes.

Buffalo had a 157 vote precinct at 100%.

There are plenty of 99+% precincts in Virginia for Obama. Washington precinct in Newport News gave 1 vote to McCain.

The problem with finding heavily-McCain precincts is most McCain-heavy states have crappy elections websites with no precinct-level information.

Wyoming has a surprisingly good site.

I've found an >87% McCain precinct with over 700 votes in Campbell County.

Obama received 100% of the vote in 65 precincts in Pennsylvania:
48 in Philadelphia (which ranged from 3 to 585 total votes)
15 in Pittsburgh (ranging from 37 to 308 total votes)
and 2 in McKeesport (143 and 280 total votes)

Obama received between 99.00% and 99.83% in 279 precincts:
258 in Philadelphia (ranging from 101 to 771 total votes)
14 in Pittsburgh (121 to 361 total votes)
3 in Chester (387, 404, and 583 total votes)
and 1 each in Wilkinsburg (585 total votes), Darby township (835 votes), Clairton (118 votes), and Alquippa (377 votes)

McCain reached 90% in two precincts: Green Hills (91.67%) and East Keating (90.91%), neither of which had a large amount of total votes (12 and 11, respectively). He reached between 80% and 90% in 27 precincts, ranging from 7 to 1,117 total votes. Interestingly, one of these precincts is in McKeesport (Ward 6 District 2), in the same municipality were Obama won 2 precincts with 100% of the vote, although it is significantly smaller than the 100% Obama precincts with only 44 total votes (37-5 McCain).

Obama’s five best precincts with 1,000+ votes were:
Darby township 1, 98.73%-0.93%, or 1,165-11 out of 1,180 votes
Harrisburg Ward 10 District 4, 96.30%-3.40%, or 964-34 out of 1,001 votes
Norristown Ward 3 District 2, 96.13%-3.57%, or 969-36 out of 1,008 votes
Harrisburg Ward 9 District 3, 94.56%-5.08%, or 1,061-57 out of 1,122 votes
Cheltenham Ward 3 District 2, 93.89%-5.62%, or 952-57 out of 1,014 votes

McCain’s five best precincts with 1,000+ votes were:
Leacock township, 80.66%-17.46%, or 901-195 out of 1,117 votes
Union township (Mifflin county), 78.78%-20.59%, or 876-228 out of 1,112 votes
North Woodbury township, 77.63%-21.49%, or 878-243 out of 1,131 votes
Union Square, Rapho township, 76.47%-22.16%, or 949-275 out of 1,241 votes
Napier township, 76.45%-22.67%, or 870-258 out of 1,138 votes

I'm pretty sure I can state what McCain's best precinct in Minnesota was (except for maybe some unanimous barely any votes cast ones):

 PRECINCT: PRINSBURG
US PRESIDENT & VICE PRESIDENT   Totals   Pct     Graph
Republican    JOHN MCCAIN AND SARAH PALIN    307   91.10
Democratic-Farmer-Labor    BARACK OBAMA AND JOE BIDEN    30   8.90

The best for Obama appears to be Minneapolis W-5 P-7

Republican    JOHN MCCAIN AND SARAH PALIN    37   3.38
Democratic-Farmer-Labor    BARACK OBAMA AND JOE BIDEN    1052   96.07

Usually the Red Lake Reservation precincts in Beltrami county are the strongest for Democrats statewide, but Obama pulled in around 92% on all of them. There were four other stronger precincts in Minneapolis, all located in heavily black areas of north Minneapolis of course.

McCain's best precinct in Alaska was Kodiak South on Kodiak Island. He took 86.1% of the votes, winning it 31-4-1.

Ironically, Obama's best precinct in Alaska was Diomede in the Bering Sea.  He won it 23-4 (85.2%).  Why is it ironic?  It's the place where you can see Russia from Alaska, as Sarah Palin said.

Kiryas Joel is in Orange County. He's pointing to Monsey, which is also a Hasidic colony (or maybe it's Kaser, they're next to one another).

http://en.wikipedia.org/wiki/Monsey,_New_York
http://en.wikipedia.org/wiki/Kaser,_New_York

The voting district that contains Kiryas Joel was actually only 64% McCain, but it also contains a ton of other areas in Monroe Town. (Total population of the voting district is 33,280, which I think makes it the biggest voting district by far in NY. Edit: No, one of the Troy voting districts is even bigger.)

There's a 97.6% McCain (322-8) precinct in Borough Park, in Brooklyn (AD48-022).
